Membership, Governance & Management

SEACMEQ’s policy and programme is set by the SEACMEQ Assembly of Ministers, which is the Governing Council for the consortium. The 16 Ministers of Education of the participating school systems are members of this Assembly. A rotating Chairmanship heads the SEACMEQ Assembly of Ministers which meets biannually. The current Chairperson of the SEACMEQ Assembly is Hon. Prof. Ntoi Rapapa,Minister of Education and Training, Lesotho. The set policies are implemented through a number of committees and coordinated by the consortium secretariat based in Gaborone Botswana. SEACMEQ secretariat is known as the SEACMEQ Coordinating Centre (SCC).

SEACMEQ COMMITTEES

1. SEACMEQ Managing Committee

The SEACMEQ Managing Committee is responsible for coordinating the details of SEACMEQ’s administration and finance. The committee consists of five Ministers of Education that are elected by the SEACMEQ Assembly of Ministers for a two-year period. Constitutionally, Botswana and Zimbabwe Ministers of Education sit in the Committee as ex-officio members. Current elected members of the Committee are the Ministers of Education from Angola, eSwatini, Lesotho, Zambia and Tanzania (mainland). A rotating Chairman heads the SEACMEQ Managing Committee, which meets annually. The current SEACMEQ Managing Committee members are:

2SEACMEQ Research Committee

In line with Article IX, 1, (i), (ii), (iii), and (iv) of the Constitution of the SEACMEQ Coordinating Centre, the SEACMEQ Research Committee has the key advisory role to ensure the highest quality of the results of the research activities.  Particularly, the SEACMEQ Research Committee: 
i. Advises the SEACMEQ Managing Committee (SMC) on all SEACMEQ research and training projects;

ii. Presents recommendations concerning the SEACMEQ Coordinating Centre (SCC) annual plan of activities and budget to the SEACMEQ Managing Committee (SMC);

iii. Provides advice concerning matters of SEACMEQ policies and programmes to the SEACMEQ Assembly of Ministers (SAM) and Managing Committee (SMC);

iv. Provides advice on technical issues to the SEACMEQ Coordinating Centre (SCC);

v. Analyses documents on the results of the research activities and provide advice to the SEACMEQ Coordinating Centre (SCC);

vi. Validates the process and results of the research activities;

vii. Compiles technical documentation for all past SEACMEQ Studies

viii. Ensures that the best technical standards are respected;

ix. Supports the SEACMEQ Coordinating Centre (SCC) in the selection of the most appropriate institutions/experts in case a considerable part of the activities of the research will be outsourcedhairman.

3. National Steering Committee
 
a. Composition
 
Each Ministry of Education is overseeing the country operations of each SEACMEQ Project through a National Steering Committee (NSC).  Members of the National Steering Committee are selected from the following sectors: 
i. Basic Education Administration
ii. Management of schools
iii. Teacher Education
iv. Curriculum Development
v. Education Planning and Research
vi. National Assessments vii. Teacher Union
viii. Statistics Office
ix. Non-Governmental Organisations (Education)
x. Ministry of Health xi. Teaching Service Commission
xii. Association for Private Schools xiii. Governance and Management of Schools   
 
 b. Duties
 
The National Steering Committee:
i. Provides oversight and stewardship of the SEACMEQ educational policy research to ensure its long-term development and scientific utility;
ii. Oversees and guides the SEACMEQ national activities;
iii. Refers to or advises the National Research Coordinators (NSC) on matters arising from the work of the SEACMEQ Research Committee (SRC); 
iv. Considers or acts upon advice from the SEACMEQ Research Committee SRC);
v. Engages and works with any organisation or individual in pursuance of the National Steering Committee’s responsibility for oversight and stewardship of the SEACMEQ educational policy research. 

 

Coordination of in Country Activities

All SEACMEQ activities within a country are coordinated by National Research Coordinators. The SEACMEQ National Research Co-ordinators (NRCs) and their deputies are appointed by their respective Ministers of Education. They receive general and technical support from the SCC and the SEACMEQ Research Committee.
